Financial Year Dates
Montenegro’s financial year runs from January 1 to December 31.
Minimum Wage
As of 2025, the minimum gross monthly wage in Montenegro is EUR 550, based on a 40-hour workweek.
Standard working hours
The standard workweek is 40 hours, typically divided into five 8-hour days.
Overtime
Overtime is permitted for exceptional circumstances and must be compensated at at least 40% above the regular hourly rate. Overtime cannot exceed 10 hours per week or 250 hours per year unless approved by labor authorities.
Holiday Allowance
Employees are entitled to a minimum of 20 working days of paid annual leave after six months of continuous service.
Sick Leave
Employees are entitled to paid sick leave, compensated at 70% of the regular salary for the first 60 days by the employer. For longer absences, costs may be covered by the Health Insurance Fund.
Maternity & Paternity Leave
Maternity Leave: 365 days (28 days before birth and 365 days after), paid at 100% of average salary through the state health fund.
Paternity Leave: 10 days of paid leave following childbirth.

Both employers and employees in Montenegro contribute to the national social security system, which funds pensions, healthcare, and unemployment benefits.
Employer Contributions:

- Unemployment Insurance: 0.5%
- Other Contributions (injury, maternity, etc.): 0.2%
Employee Contributions:
- Pension and Disability Insurance: 15%

Income Tax
Montenegro applies a progressive personal income tax system as of 2025:
- Income up to EUR 700 per month: 0%
- EUR 701–1,000: 9%
- Above EUR 1,000: 15%
Non-residents are taxed only on Montenegrin-source income.
Health Care
Montenegro provides a universal healthcare system funded through social security contributions. Public healthcare covers most basic medical services, while many citizens and expatriates choose private healthcare for faster access. Employers may offer private health insurance as a supplemental benefit.
Visas
Foreign nationals from the EU, UK, and many other countries can enter Montenegro visa-free for up to 90 days within a 6-month period. Those intending to work or stay longer must obtain:
- Temporary Residence and Work Permit: Required for foreign nationals employed by a local company or entity, valid for up to one year and renewable.
- Business Visa: For foreign investors and entrepreneurs conducting business activities in Montenegro.
- Family Reunification Visa: For dependents of residents or visa holders.
13th salary?
There is no legal requirement for a 13th-month salary in Montenegro. However, employers often provide annual bonuses based on company performance or employee achievements, particularly in banking, tourism, and professional services sectors.
